The Study Permit is the essential document issued by IRCC that allows foreign nationals to study at Designated Learning Institutions (DLIs) in Canada. As of late 2024 and early 2025, the process has become more regulated with the introduction of a national intake cap to ensure sustainable growth. A critical update is that most undergraduate and college-level applicants must now include a Provincial Attestation Letter (PAL) from the province where they intend to study. Additionally, the financial requirement has significantly increased; students must now show a Guaranteed Investment Certificate (GIC) of $20,635 (CAD), plus their first year of tuition, to prove they can afford the cost of living. There are also new restrictions on Spousal Open Work Permits (SOWP), which are now generally limited to partners of students in master’s or doctoral programs. For those planning to stay after graduation, the Post-Graduation Work Permit (PGWP) now requires specific language proficiency levels and, for college graduates, a field of study linked to labor shortages. Applications are primarily processed through the IRCC secure online portal, and students are encouraged to apply at least several months in advance. Despite these stricter rules, the Study Permit remains a premier pathway for those seeking a world-class education and a potential route toward Canadian Permanent Residency.
